logsChannel: the server's Noti logs channel (notiLogsChannelId on the guild), where Noti posts problems the
owner can fix. ok only when one is set and Noti can post there; state says why not, missing lists the
permissions Noti lacks in it.
creators: per platform the server uses, how many creators post (active), how many are past the plan limit and
do not (disabled, the limitLocked ones), and the limit.
issues: the newest problems (the error-logs data), with the catalogue title and fix. internal ones are Noti's
to fix - show them without the fix line.
alerts: owner alerts posted in the logs channel in the last 24h (at most one per problem per day).
permissions: per feature, whether Noti can use every channel and role saved for it, and what is missing.
Cached 60s server-side. refresh: true re-runs every check; at most once per 30s per server, else a 429 whose
error is { code: 'rate_limited', message, retryAfterSeconds }.
